Is there a shortcut to installing rafter vents?

I vaulted my ceilings, insulated and closed everything. Now I am having water leaks thru my sheet rock. I was told I need to add rafter vents. The explanation seems logical but the task daunting. Can I make holes in selected places of the wall and just slide them in over the insulation?
